I went to a local consignment sale for children's clothing yesterday and was able to buy several outfits for the kids. I had to take all three along with me (and no strollers allowed), so that was an experience. My husband called me brave. I called me insane. Anyway, I found some great deals, and I thought I'd share how I plan before I go shopping.
Just before each season changes, I try to go through the kids' clothes (adults too) and plan what needs to be bought for the upcoming season. Often times, I will already have a lot of clothes because of hand-me-downs or end-of-season sales from the previous year.
I use a clothing inventory worksheet for each family member that helps me fill in the gaps for needed items. Then, I take this sheet with me when I shop consignment sales and thrift stores. This has worked for our family the past year or so.
